What’s at Stake for Operators, Providers, and Players
🗓️ In April 2025, the long-anticipated legalization of land-based casinos in Brazil remains in limbo. Although the Chamber of Deputies approved Bill 2,234/2022 last year, which would regulate casinos, bingo halls, and other land-based gambling formats, the Senate has once again delayed its vote — extending uncertainty for industry stakeholders.
🏛️ Where Things Stand
The bill was passed by Brazil’s Constitution and Justice and Citizenship Commission (CCJC) in June 2024, but since then, repeated postponements have prevented the final green light in the Senate.
Opposition remains strong. Critics, including Senator Eduardo Girão, argue the potential social harms outweigh economic benefits, warning of increased addiction and crime. On the other hand, proponents highlight the economic potential: tourism, jobs, and tax revenue.
There’s cautious optimism, however, as Senator Davi Alcolumbre, known for supporting gambling legislation, took over as Senate President in February 2025. But a vote has not yet been scheduled. ([Yogonet, CDC Gaming, GGB News])

Without a legal casino framework, consumers may continue to rely on grey or illegal operations, lacking protections and responsible gaming tools. This also means missed opportunities for safe tourism-driven entertainment.
